REPORT of a Court of Inquiry held at Rangoon on the 18th and 19th days of February 1895, to investigate the circumstances connected with a collision which occurred between the steamship "M. MEANATCHY," of Glasgow, 1,368 tons, and the steam tug "MARY," at the Rangoon Pilot Station, on the night of the 8th February 1895.

Opinions of Members of Court and Assessors.

I believe the collision was caused by the action of Mr. Warwick in getting the pilot brig under weigh, about five minutes before the collision, without hoisting the mast-head light of the brig to indicate to the master of the "Meanatchy" that he was under weigh, as his anchor light would naturally lead him to infer.

I also think that the master of the tug "Mary" was wrong in heaving in his chain when he saw that a collision was unavoidable, and that his action helped to bring about the collision.

I think that the master of the "Meanatchy" was to blame for not using more caution when coming near the brig and tug, and that he should have had the chief officer on the look-out forward.




Master, s.s. "Bhamo."

I am of opinion that the action of the pilot brig in dropping up with the tide very greatly misled the master of the "Meanatchy," seeing that there was no signal made that the brig was shifting her position; still I think that it was decidedly his duty, seeing the light of another vessel at anchor, to have kept out of the way of that vessel, and that he committed an error of judgment in not so doing.




Master, s.s. "Kirkdale."

I am of opinion that the captain of the "Meanatchy's" judgment was affected by the circumstance of the pilot vessel having changed her position at a critical time, and that but for this the accident would not have occurred, and that therefore the pilot vessel was primarily the cause of the error; but I also think that it would have been more prudent if the captain had used greater caution when the confusing circumstances arose and kept his vessel further apart from the others until he could anchor safely.





Opinion of Captain R. Sturrock as to the case just heard is that the captain of the s.s. "Meanatchy" committed an error of judgment in not going under the stern of the tug boat after they made out her light. But this error, I consider, does not amount to misconduct or gross carelessness, and that the error committed was assisted by the movement of the brig.




Master, s.s. "Shropshire."


From the evidence put forward regarding colliding of s.s. "Meanatchy" and tug "Mary," in my opinion I consider the collision caused through an error of judgment by the pilot brig not exhibiting proper lights and having her anchor hove short, thereby causing the pilot brig to shift her original position, and I do not consider the master of the steamer to blame sufficiently to deal with his certificate.



C. F. PAYNE, s.s. "Elton."

I agree generally with the other members of the Court and the assessors. I consider that the captain of the "Meanatchy" committed an error of judgment in trying to cross the bows of the tug "Mary" instead of going round to her stern.

I think at the same time that he was deceived by the fact that as he was approaching the two vessels the pilot brig dropped down with the tide about 400 yards, and thereby made it very difficult for the "Meanatchy" to pass between the two vessels. I think also that he might have avoided the collision if a better look-out had been kept on the light of the tug "Mary."

The opinion of the Court is that the master of the "Meanatchy" was guilty of an error of judgment, but that he was misled by the drifting of the pilot brig as he was approaching; also that the tug "Mary" ought not to have been anchored so close to the pilot brig as 400 yards, but that more room should have been left for vessels to come up.
